Photo or art... guess it

I am sooo loving all the shadows and mysteriousness *wonders if that's a word* to it all. I've never heard of that software, I'll have to check it out. What do you think of it? How would you compare it to Photoshop? And was it expensive? Sorry this is sounding like an interview. ^^

The reflection of the mostly hidden eye is really beautiful I must say, and the texture of his left ear is just awesome. I think his skin is a bit on the glossy, too smooth side, aside from the ear and some of the very nice lines around the eye, but overall, it's a great sketch painting.
